Capacity Building on Water and Sanitation Services in Magu and Misungwi

In Mwanza region, VEI is partnering with MWAWASA, specifically targeting the satellite towns of Magu and Misungwi. This project is part of the EU-WOP programme, funded by the European Union and aimed to improve the utilization of the water and sanitation infrastructure, co-funded by the Government of Tanzania (GoT), the European Investment Bank (EIB) and the Agence Française de Développement (AFD). Completed in 2019, Magu and Misungwi were provided with a new water treatment plant, wastewater stabilization ponds and a new distribution network. This project aid MWAWASA in fully utilizing this new production and distribution infrastructure. This project is a partnership between VEI and MWAWASA, with Hamburg Wasser (production) and FINISH Mondial (fecal sludge and low-income financing) as secondary partners.

The project will run from 2022 till 2024 and the main performance outcomes are:

  • Improved operational performance of MWAWASA zones Magu and Misungwi
  • Improved financial performance of MWAWASA zones Magu and Misungwi
  • Increased access to water and sanitation services (SDG6) by low-income households through financial solutions

The EU-WOP activities will, among other things, focus on the following main working areas, in order to achieve the stated performance outcomes.

Water production (Hamburg Wasser)
Assessment and optimization of water treatment processes, to reduce chemical and energy costs and improve the quality of water for customers.

Water distribution
Reduction of NRW: physical loss reduction through improved speed and quality of repair by provision of novel tools and modern transport facilities. Commercial loss reduction through in-depth billing analysis, meter replacement and training of meter readers.

Asset management
Implementation of a maintenance software as well as training on (scheduled) maintenance of the equipment, to avoid high operational costs or unnecessary breakdown. Furthermore, improved distribution asset management, aided by GIS, to enhance leakage reporting and identify network rehabilitation needs. Added with development of a hydraulic model this, will be used to optimize operation and maintenance, and the further development of the distribution network.

Low-income area management (FINISH Mondial)
A (potential) beneficiary survey will be implemented to identify low-income households that are able and willing to pay for a service connection and/or toilet. This will be accompanied by community sensitization and stakeholder meetings to increase awareness on the value of treated water and improved sanitation. Furthermore, a micro-finance window will be established to provide small loans to the potential (low-income) customers to finance these new facilities.

Gender mainstreaming and social inclusion
Female-headed households will be favored in the selection of beneficiaries. The WOP will proactively pursue a gender balance (inclusion) in workshop and favor female candidates in job applications (in case of equal qualifications).
